What are the foundations for evaluating four-digit numbers?

We have now already discovered {that a} two-digit quantity is at all times larger than a single-digit quantity. However within the case of evaluating four-digit numbers, we should contemplate the next information:

(a) If the digits of the 2 numbers are equal, the quantity with the leftmost digit is bigger.
